A person cant enter the US more than thre times a year, is that a calendar year or does it start from first time entering the USA?

As long as you have a passport an visa you can come as much as you like if the paper work is right

UK citizens can enter the US for so many times just like a person can enter the US for so many times if he has a visa with multiple entries unlike a single entry visa.

all you need is a valid passport because united kingdom take part in the Visa Waiver Program, i never heard of that 3 times enters rule before?

if you a citizen of the EU you can enter the USA as many times you like, with a propper documentation, that is, passaport and money.
