if someone actually broke a covenant to god, can they be forgiven?

I'm not exactly sure of what you mean by the term covenant but the one true covenant is initiated by the Lord: that of reconciling a sinner to Himself through salvation. This is the "covenant" the Lord makes with the elect, those whom He saves.

"Covenants" that people make with God are unfounded. Because we are unrighteous, we have no really capability of honoring a covenant. It is always a possibility that such a promise to God on our part would be broken.

But the promise the Lord makes to those He saves is lasting and forever. He will never leave us nor forsake us. Also, through the initiation of the covenant on His part, He causes us to be devoted to Him. That is the difference from our making promises to Him. We have no foundation on which to base our promise.

A covenant is not a contract. When a contract is broken, the faithful party is absolved of any obligation. When a covenant is broken, it is still in effect. Injured parties may require restitution but their own obligations still hold.

This is the way the Babylonian Exile was understood. Jewish unfaithfulness to God brought about Exile, But God was still required to eventually bring Israel back because of the Covenant.

they say that, but then if you break a covenant with your witch buddies, you too get labeled a nasty name and possibly cursed.

Every group has some form of dogma attached with turning your back on them to whom you have sworn an oath to. The best thing to do is not make a pact with anyone until you are certain of the consequences.

No, but there will be consequences because Father God chastises His children so that they can learn from their mistakes. Just like any good parent does.
