She has what they call the "Victoria's Secret" cut, along with hair that's been curled with either large rollers or a large barrel curling iron.

The cut is done by cutting the hair dry adding long layers, and lots of them. The longest layer can be as low as your boobs and the shortest layer will be chin length, or just below chin length. The hair is then washed, blown out and flatironed for a straight look, then cut again...this time with fewer cuts. You don't have to flat iron it since you want it wavy. After the hair is cut a second time have your stylist roller set it using 3" rollers.

you cant make it permanent..but u can do it. only if u have long hair though. use hot and big rollers in the morning while u get ready, when u take em out u should have loose waves like giselle. it works for me-dont perm! it screws up ur hair and doesn work for loose waves. they come out looks like uve had ur hair in braids, thats it. good luck<33 XOXO

It is not necessarily possible to be permanent...but you can try this.

When you come out of the shower, ring out your hair, comb out the knots, and then roll it into a bun with a loose scrunchy. Let it air dry, and when it is almost completely dry, you can blowdry it...still sitting in the bun.
