I heard tap water is not good for cleansing dry skin. Deposits in it are too drying on the skin. It would be more expensive to use mineral water to freshen your face, but definetly better.
Buy yourself mineral water spray and mist it on your skin every morning and pat your skin dry.
Cleansing your dry skin should be done regularly. Make sure your skin gets extra protection. Soap and water removes natural oils protecting the skin, so use a very gentle moisturizing soap. A moisturizer increases the water content of the outer layers of the skin and gives it a soft, moist look.
Its better to use non detergent, pH neutral products on your skin.
Massage your face with a nourishing cream every night before going to bed.
Avoid soaps that contains highly alkaline and detergents like washing sodas and powders which contain highly alkaline and drying ingredients.
Moisten with water, then apply a thin film of air-excluding moisturizer, this will restore the suppleness of the dry skin.
A good home remedy:

Mix together 1 egg,1 teaspoon of honey, 1/2 teaspoon of olive oil, and few drops of rose water.
Use this as a mask!
At night you should:

clean and tone your skin, apply a splash of water or a water-misting. Pat almost dry with a soft towel, then smooth moisturizer from bosom to hairline. Allow five minutes for immediate absorption (cover your face and throat with warm washcloths to hasten penetration), then blot off any excess moisturizer with a tissue.
In the morning:

Apply a touch of your natural moisturizer over the freshly cleansed, toned, and dampened skin on your throat, cheeks, and around your eyes. Men should follow a two-step process. Apply moisturizer immediately after shaving. Wait ten minutes. Then moisturize again.
If you want to soften your skin allover (your whole body) try this remedy at home once per week or so:

take a milk bath. It will nourish and smoothen your skin. Warm your bath water and put in 250 gram of powdered milk, half tablespoon of almond oil and a few drops of your favorite perfume. Then just lie in it and let your mind wander while the wholesome foam works wonders on your dry skin.

Don't use a washcloth-a rough texture can irritate. In the morning, apply a spray of mineral water on your skin misted on with a plant sprayer. Lightly pat dry.
Every morning 15 minutes before taking your bath
1 egg yolk
1 teaspoon orange juice
1 teaspoon olive oil and
few drops of rose water
few drops of lime juice
Mix the above ingredients together and apply on your skin.

I would say absolutely purchase a jar of coconut oil, or you can actually get a tub from Holland and Barratt, people with severly dry skin who have tried everything have reported the benefits of using coconut oil. It can be consumed or rubbed all over the skin - if this is too pricey for you (tho it is cheaper online and a whole tub last a long time) olive oil is also very good as a moisturiser. Coconut Oil doesn't come in liquid form, it's a solid, so it's ideal for rubbing onto skin, it's very creamy.

All of the above sound like great answers..... BUT if you want something easier - I would suggest purchasing the Hydrating Mask from RX Systems. IT IS UNBELIEVABLE FOR DRY SKIN!!! My skin is very flaky and dry looking, but not when I use this. Call the company or go to their website to find a local retailer. All of their products are good, but please give the Hydrating Mask a try... You will not be disappointed!! This way you use this mask for your face and can save the food for, well, eating!

I have noticed a answer with a yogourt mask, and wanted to say that it will provide lactic acid, which is a good acid and provides nourishment and hydrating and conditioning to your skin. Adding papaya is good too, will remove dead cells and condition your skin.
Then mix 1 tbsp shea butter to 4 parts aloe gel (both available at health food stores) and use this as a moisturizer. They are both hydrating and and healing.
