You can go there without a visa and stay up to 21 days, so you will not be required to fill out any forms or answer any questions. I've gone through Philippines Immigration and Customs dozens of times and never been asked any questions about having a criminal record.
I'll tell you something, it's just my gut feeling, you might get flagged by Homeland Security. They've setup a lot of databases and they're cross matching them. The Philippines is a popular destination for all kinds of perverts on sex tours. When you get to Manila, if they ask you about a criminal record, you'd better be honest because they might be tipped off about you in advance.

first you must obtain a passport,,, if you are still on probation or parole , you cannot leave the country without special permission,
the way they check records now, the criminal record could stop you from getting a passport, especially , a sex offense crime.. for some advice for the philipines ,, if you have a record here on this you be very carefull , if they find out , they can detain you there, i do a lot of work in the philippines , and i have seen this before, their prison is nothing like here, they love to catch americans there .. with all due respect to your friend, you be carefull that she does not tell anyone there of your past,, because you will make some enemyies real fast..
remember they do target americans above all,, and right now is not a good time to go there , a lot of civil unrest, in manila ,and other places...

You cannot go without a VISA. All of the laws regarding VISA'S have changed. After the first of the year everyone will need one to get into Canada as well. As for your criminal record, only you know the answer to that. What was your original charge, how long ago, still on probation/ parole? Do you have to register as a Sexual Predator ? A lot of answers come into play here. It is just not a yes or no answer.

Yes, they are very strict on this matter now and they have stopped all the mail order brides that used to come from the Philippines.
