Basset Hounds are good dogs,.. they appear to misbehave alot during adolesense,.. but what's getting dragged around by one or it running around decideing it wants to play hide and seek around trees for a while verse haveing something that likes to constantly bark or bite through it's whole life.
As for your living arrangement,.. it depends on the Dogs personality, the size of your aparment, and the size of your yard. There is a similar breed of dog (probably another Hound) that I've seen that seems to adjust well to apartment living but odds are a Basset will want to be hanging around outside most of the way and might turn down coming indoors to do so. It won't nesserily be running away and running all over the neighborhood but it will like to run around the yard some times and stand guard the patio/deck. Like I said the Dog's Personality is an important factor.
Spinals and Poodles seem to appreciate apartment atmosphere,.. but I will try to see if I can find the name of the breed that is similar and asjust well to apartments (some type of hound).
Added: *has looked up hounds* The Beagle seems to end up the most trouble for owners some how (just people's experience that I've known), The BloodHound loves to cover alot of Terrortory,.. then come home and chill, the Basset seems to be able to adjust to living in apartments (personality willing) and I don't think I've known/met any/many Petit Basset. So the Basset is the best of the Hounds to deal with living in apartment that I've known (and that won't break going down stairs or if bumpped into by something).
Added2: Bosley would be easier to yell when your looking for him.

Well I have general bloodhounds and their relative basset is
a fun dog that spends much time with the crew around the farm. Depends on where you located. Dogs need lots of outdoor
and sounds like you want a watch dog. The small pets don't
deter anyone and large dogs can be too rough. The pro dog
choice of substance is a dalmation, beagle, spaniel, or basset.
The feature is that the lines you get must be guardian type.
There are lots of dog kennels that sell pets, you need to know
and order what specifics you require. You can possibly be
a dog walker for kennels if you just want the acknowledgement
that you have serious protection. Get some nites when you
can have training like grooming.

Bassett hounds are hounds, and tend to have a "houndy" odor about them... some people can't deal with that. They also can be barkers, and with that hound bray... an apartment may not be the best idea. Your neighbors may not appreciate that.
They are also VERY stubborn and can be quite difficult to train because they might just not want to do something you want them to do. Also... if you are living on an upper floor, bassetts are prone to back problems, and stairs are not the best idea for them. If they have back trouble and need to be carried.. they can end up 60+ pounds. That's a lot of weight to carry up and down stairs.
However, if it is what you really want... just be sure to talk to lots of breeders and educate yourself about them before you jump in and get one and find out 4 months or years down the line that it isn't the dog for you... you owe it to the dog to basic research.

I'd suggest reading up on the breed to determin its behavior and temperment and such. That will ultimately tell you wether the pets the right companion for you or not.
People that own them will probably tell you yes they are good pets but thats a bias opinion because they love their dog lots and would suggest the breed based of that. My first dog of my own (granted I grew up with dogs my whole life) was a doberman. I did not read up on the breed and didnt have the proper knowledge of the breed and necessary training they needed to keep their behavior and temperment under control. I therefore had to return him to the shelter where I got him because he was to much for me. I currently own a boston terrier which fits all my needed criteria. (small apartment, good with kids, active for long walks, etc.) So just keep in mind your daily life and routines and wether the dog will fit in well with that. Hope you find the best breed :D

Bassets are great pets, but not for an apartment. They are indoor/outdoor dogs who need a place to wander, it's in their nature. They get rather large, too...not an apartment.
