Tell them how you feel, but try to make sure you're at least friends, if not close friends before doing anything. If it's a random person and they have no idea you felt this way at all, rejection will probably be the first thing that comes to mind. So hang out with them, get to know them first, then make your move.

i have the same problem...i think. well u should probably find out if the person likes u or not. if u have completely no idea, then ask the person out! i kno it's taking a risk, but if u really really like this person than taking a chance maybe just what u need. if the person doesnt like u...u'll find some1 more worthy...good luck :]
