my friend is 15 and has a boy friend she loves.but i am not is he loves her as much as she loves him...he always gives her hugs but he gives everyone hug (even me). he never kissed her is that ok?

The hugging and kissing isn't what matters. It's how much of a priority he makes her.
If she calls while she's talking to a friend, does he tell the friend he's got to go (an then talk to her)?
Does he go out of his way to see her?
Does he call or show up when he says he will?
Does he do or say anything to let her know that he thinks about her when they are apart?
