It wont. The 86 amnesty only increased illegal immigration, if their was no amnesty in 86 and ouir government enforced the law the amount of illegal immigrants in the U.S. today would be small. Also there are already a surplus of illegal immigrants looking for jobs here in the U.S., the guest worker program is amnesty and will only increase illegal immigration to the U.S., just like it did in 86. The only way illegal immigration will stop is if American companies are held responsible for their violations of immigration laws.

didn't then. won't now. you empty the water in your basement by fixing the leak then draining the water not the other way around
in 86 we had a program called the Bracero program where a person who wanted migrant workers would inform the Mexican embasy how many and what skills. They would gather them, the employer would go to the border and pick them up and they were paid, and provided for. When the employer no longer needed their services, he took them back to Mexico.

Yes in 1986 we did amnesty and guest worker, and they did not work, and there is no way that they will work now. For one thing when the work ends, does anyone really think they will leave, keep in mind that they're track record for doing any thing within our laws is not good.------ we need to remember also that what Regan did in 1986 was going to be a one time deal, and fix the problem for good.
