you're goign to have to do some research on all ages clubs yourself, however, citybeat is a great place to start

here's an example of a club listing in Citybeat:
Respect gives drum ’n’ bass its due at The Larchmont, 5657 Melrose Av, Hollywood. 18+. Info: myspace.com/respectclub.

keep an eye out on thier New Years list, here's a link for last year's events list

near the bottom was a listing for an All Ages event, search for "All Ages"

I know someone mentioned it already, but Colorado Blvd. in Old Town Pasadena is really, really, fun on New Years. Everyone is camped out on the sidewalks for the Rose Parade the next day, and the place goes crazy at midnight. But make sure to get there early because traffic gets really bad!

LA is notorious for having nothing to do on New Year's. Find a party or make one.

Or go sleep on the sidewalk in Pasadena and wait for the Rose Parade.
