ACT SILLY! That seems to work for most babies. Talk to him and then, try to calm him down. What always worked for my daughter? I'd take odd things that she KNEW shouldn't go on my head (bottles, empty cups, plastic bowls, etc.) and then, they'd slide off and I'd act scared. Or sometimes I'd call her name while she's right in front of me but I'd overlook her like I didn't know she was there. Then, when I knew I got her attention, I'd look at her, jump back and yell, "Oh!! I didn't know you were there!" Then, I'd do it again!
Patience is the best answer. Maybe explain to him where his mommy and daddy are going. He's just one, but he will eventually understand. And he'll like that you are talking to him.
Babies at this age are still clingy. Maybe you can find something he likes, have your parents say bye a little before they are leaving...occupy your brother and then they can leave without him knowing.

The period between 0 - 2 years old is the time of the fastest rate of development. So if you are hoping for a single answer, there will not be any. What might work this week may not work on the next. So keep trying new ways. Grow with the baby. It could also be your fastest rate of learning.
We raise up 2 sons, 7 years apart, at opposite sides of the globe, in 2 totally different cultures. We're still learning.

Our 14 month old son loves music, Blues Clues, patty cake, This little piggy, pointing at everything and asking "what's that?" so I'll tell him what everything is... those are a few distractions we use. Maybe turn the radio on and sing and dance with him. My son loves that too. Try not to make a big deal (i'm sure u don't), but when your parents leave, don't make it a big deal- don't let your parents either... I just say, byebye hunny and kiss him, and leave. Then my husband will walk around with him- our Christmas tree is up right now, so he loves to look at it- that will cheer him up anytime.
Hope this helps some. :) I'm sure you are doing a great job though, all kids go through that stage of seperation anxiety.

Get all the pillows and cusions you can find and put them in your lounge room or family room (carpet is best), then let him loose, he will love crawling through it and throwing them around.
Get one of those enviro friendly bags and fill it with interesting things that he doesnt normally play with like a DVD case, envelope, measuring cups, spatula, plastic containers filled with bits of biscuit etc. He will love to take everything out of the bag and examine everything as he goes.
Go for a walk outside.
Dance.
Remember he can look at everything that isnt dangerous, let him explore with no limitations, he will leave a mess behind him but nohing that cant be put back on the shelf.

He misses your parents so the only thing you need to do is give him lots of loving, pick him up and rub his back and tell him it is okay. Be patient, he'll see that you are a great caregiver and settle down.

Everyone has such good suggestions.
Weather permitting, bundle him up and take him out to play or in a stroller for a walk. He will love that.

Distract him as much as possible, he will fuss until something else gets his attention. Favorite toy, new toy, a show on TV. Ask him to color with you ? Hope you find something.

nothing will cheer up my boys like singing and dancing! They esp love twist and shout! haha .. I have yet to find ANY problem that can't be solved by a good twist and shout song and dance routine

give him visual stimuli- bright colors, funny toys, he may be teething if he's whining... check his mouth for emerging teeth, give him attention, let him watch Barney and seasame street and other EDUCATIONAL videos
