I like used police cars. Seriously. Safe, fast, cheap. Use advanced search on ebay for keyword p71 (this is the police package) and then sort by location, closest first.
Depending on condition, expect to pay $3000 to $6000 for a 3 to 6 year old car, with about 100,000 miles

old hondas and toyotas still work well. By old I'm talking early to mid 90s
you can go to cars.com or edmunds.com to see what they suggest
also if you can drive a manual you can get one of those for less than an automatic
