It depends on why you break out and how bad is it? My son has it and he breaks out with allergies, stress and dry climate. At the onset he takes a long shower with hypoallergenic soap (fragrance and dye free) and then we lotion him up.
We do keep a steroid cream on hand because he's prone to "out of control" stress. But we have not used it much this year. Keeping his skin lotioned is the best remedy we have found. We use a hypoallergenic lotion (cheap store brand).
We also use soft sheets made from "modal", a natural fiber that is smoother than jersey knit.

My son suffers from eczema and we use Dove soap, hydrocortisone ointment and cetaphil wash and lotion. Since you have it on your hand, be careful with hand soaps because they can dry out your hands. Since you wash your hands often try use cetaphil lotion every time you wash your hands. I recommend you use the hydrocortisone ointment because i absorbs better and last longer than the cream. You should use the hydrocortisone a few times a day. It will help with itching and dryness. I think you should try using over the counter lotion and ointment before asking your dr about a prescription. I notice someone posted you should use the Elidel. I don't recommend it because its expensive and may cause cancer. "A very small number of people who have used ELIDEL Cream have had skin cancer or lymphoma." Sadly, there is no cure for eczema at this time. I know because I suffer from it. Oatmeal-based products help some people; also otc cortisone creams. I have a more severe type which means that I have to get injections periodically. I have heard that stress contributes greatly to outbreaks.

Try not to scratch because it spreads it even more. You can probably use like calamine lotion or something. Also, check for over the counter medication. I know you don't want this as an answer, but I used to have it, and prescriptions did work pretty well.

avoiding the cause like if you're allergic to cats, don't touch one or if you do wash right away. To sooth it, try aveeno oatmeal cream, for itch aveeno makes a spray that works good, to help get rid of it use tea tree oil.
