well my grandparents dont have a christmas tree so it wouldn't really have a point to give them a ornament and also they dont like to leave the house a lot.

Make them happy: spend time with them whenever you can.

This year continue the tradition only this time use pictures of them. On the months where there are special occasions such as their birthdays & anniversaries etc. have pictures of their wedding or other significant milestones in their lives. The months where there are no special occasions you can use pictures of places the may have visited or areas where they grew up.You're not only creating memories you're also bringing back memories of the past. The original concept was great. Now just give it a slight twist. Everything should be easily accessible from the Internet & family photo albums.

See if this helps. You will need the following materials:

1-Group photo, color copied
2-One medium or large clear round ornament
3-Small flowers
4-Velum
5-Pencil
6-Glue stick

Instructions:
Make the velum the same size as the circumference of the ornament Glue photo copy on velum.Trim the photo the size of velum.
Roll velum around the pencil & place pencil in the ornament The velum will unfold on it's own. Position the photo as close to the middle of the ornament as you can.
Replace ornament top.
Decorate with flowers.

You could take a picture of yourself and then get a frame that is also an ornament and personalize it some. Put the date on it and just add some other touches to it. It would be easy and cheap to make.

You could try to make them a picture out of cross-stitch. It's really beautiful in a frame or a small pillow for decoration.
