Because people need to feel safe..
Some people don't like giving out personal information..
You might not think giving a state location is that important..
But if someone is watching that person.. And they have already given other details away in other posts.. they might feel a little shy in giving away any further information even though they know your trying to help.
Safety is number one priority on-line.

it is generaly a very good idea to not give out any information that could lead someone that you have net on the net, to your home.

I, personally, will not answer questions that are already on my profile. If you ask a Q that is already on it, I consider that person to be lazy and rude. If you're interested, SHOW it!
If that is not what you're referring to, I am not sure why someone would not get back to you.
