My breast have always been low, add a few years and a pregnancy and I'm a regular old lady at 26. No worries, you can get great bras and the only ones who know are you and your naked buddies (at 17 you should really keep that number to a minimum).
Embrace your body as you wear made, and work on building up your pecs to create the illusion of higher (and fuller) breasts.

There are several things you can try:
1) Lifting weights. It won't change your breasts but it will change the muscles underneath and in-between, which may help give shape along the top and between your breasts, making them look more round;
2) Wear a really good bra, which provides better support, which will help slow future sagging;
3) Wear a bra ALL the time, even to bed. You can wear wireless support bras. The only time to take it off is in the shower. You'll get used to it.
4) Have good posture. Slumping your shoulders makes it look worse.
5) Get fitted by a bra expert. Most women wear the wrong size.

Do you mean they are just 'set' low, or they sag? If you are big busted, they may just be lower than most- but if they are just set low, they'll probably stay there. Everyone is made differently- it doesn't mean they're in the wrong spot, it's just different from some other people. If you want them to look higher, get a really good push up bra.

Probably not. If they're low because they're a large size, then that's gravity at work, and chances are it will only get worse. (Why do you think you see women who haven't even had children yet getting breast lifts?) If you have a smaller chest and they're still low, then it's probably your genetics. I would recommend getting a good bra that will help to lift them, maybe a push-up one. Hope that helps!

Low breasts, only get lower!..unless of course you wear a good bra..that wont fix the problem,its just a band-aid. Sorry kiddo your breasts will soon be watching you tie your shoes!

The only way for them to get higher is to have surgery. Sorry. Gravity does this to women & it only gets worse. It helps to wear a good support bra, though. That keeps it from getting worse.

If you have larger breasts, gravity will get the best of them. Don't listen to the "get plastic surgery" quote. Trust me, those sag too. Eventually we all will be saggy mushrooms. Wear a bra that holds them in place, especially at night (if you really feel the need to have less sagging).

No they will not get higher....you may not be buying bras w/enough support.....Try one of those push up bras and remove the padding if you do not need it. When I worked at JcPenney's those sold really good bras and always had a sell going on....they also have a frequent buyer card buy six get one free.......thats a good deal when the are on sale......TRY BALI's BRAS!!!!!!!!!

Gravity is going to work against you so your breasts will only go lower as you mature.

Without knowing you, I can only guess that you may need better bra support. Some people are just built "perkier" than others -- but a good bra will do wonders!
