Radar isn't required to get a speeding ticket.
Pay the ticket and tell him to slow down. An accident with dump truck vs car can be catastrophic.

A Police Officer doesn't need a Radar if he does the view site count: Which is when a vehicle passes an officer he finds a point in the road such as a mile marker and a road sign and counts by 1000's 1/1000-2/1000-3/1000 and so on he can then estimate the speed and in most traffic courts this still a form of speed checking so it mite be pretty hard to beat the ticket I'd pay the fine.

Before going to court your brother can practice-- preferably in front of a mirror, his side of the story--which is this "I was doing exactly 55 miles per hour (or, the posted speed limit) and I never exceeded it, even up to the time I was pulled over by the officer"
He can even add other tidbits like there's a governer on the truck, or it's impossible to gain that much speed in such a short amount of distance.
He must practice this to the point that he can say it convincingly and with assuredness. He must be prepared to refute the cop's side of the story.
The key: Stick with the story and do NOT budge--don't even say you were doing two miles over--they'll still nail ya.
I did this about fifteen years ago, In fact my knees were shaking in court. But I got off.

Believe it or not your brother's is a common situation. Most police on the force have a way after awhile of just knowing that someone is speeding - I mean that they use some sort of "one thousand two thousand" counting system, and if you have gone farther than a certain distance before they are done with a particular number then they can use that as "evidence". And believe it or not I know someone who was convicted on just such "evidence" (he privately admitted he was speeding). Most judges will admit this as evidence if the policman in question has been in traffic enforcement for awhile, like more than 5 years. Good luck but I don't think you have a leg to stand on.

Without a radar slip...or accurate proof of speed other than an experienced officers eyesight...The ticket may be beaten. It would also depend on who your brother is, how respected the Officer is, and if your brother has a history of lead-footed travel...Best wishes.

Officers are trained to do this, Normally within about 5 percent of real speed.
during our "radar" school training, part of the radar ticketing it tracking, looking without radar and seeing how fast it is going, and then using the radar to confirm what you saw.
If this is a fully trained officer, who is certified in it, you won't beat him.

what state was the ticket issued in? In PA, the trooper must be in FULL uniform, INCLUDING his/her HAT to give a ticket, a ticket issued without radar is probably vascar: they watch two lines on the road about 500 feet apart and count in seconds how long your vehicle is in those lines, the ticket you get for that is a"failure to obey the speed limit" usually around 110- 120 dollars and no points on your license. I can give you more info; I JUST NEED TO KNOW WHAT STATE THE TICKET WAS ISSUED IN. The laws are different in every state.

Your brother should go to court instead of paying it, plead not guilty and get a "trial" date set. With any luck the ticketing police officer will not show up for the "trial" and the case will be dismissed. That happened with me.

Not likely the officer is writing a ticket for the sake of writing. I'll bet he wrote something somewhere indicating his case.

if he asked to see the radar and they could not show him one with him speeding he should take it to court that happen to my sister- in-law before and they could not prove she was speeding so it got throw out of court
