Hmmmmm. Yeah I think he'll like it about as much as he'd like being named after any other state.
When we choose a name for kids, we need to consider what that child will experience growing up. A name like florida will make him a target. You might think it will make him stronger out of necessity, but it could have the reverse affect. He could grow up insecure. A name also helps or hurts you chances of gainful employment.
Your family can name your cousin anything they want, but if they really care about his future, they should reconsider the name for something more conventional, traditional.

He may not like it, I don't think I would have given that name to one of my children. Maybe his parents would consider giving him a more common name as a first name and "Florida" could be his middle name.

Sure, why not? Georgia and Virginia are names, and what about Tennessee Williams and Indiana Jones? I don't see why other states can't be used for people's names.
