According to Buddhism teaching, all living things have buddha nature. When human become bad, they will fall into the beast realm when they die so as to accept the punishment.
But will go back to the human realms when they finish the punishment or redem their sins.

All sentient beings have Buddha nature.When beings are reborn in the human realm,it is only here that they have the opportunity to cultivate to the highest level:ENLIGHTENMENT!
