Well honestly depends on the type of frustartion....best case would involve a young cat just old enough to breed...then have him neutered when the other cat starts to go in heat.....sigh sadly it happened to my 2 cats....one went into heat for the first time and the following day they were spayed and neutered....hell if it didnt frustrate the cat i sure as heck felt bad for him

Let me begin by saying I DO NOT advocate this or any other kind of animal frustration, but I do know that if you put a sock on a cat's head, it will continue walking backwards until it encounters a wall. Make sure the sock has a hole in it so the cat can breathe. I would NEVER do this to any of my babies, but I have seen it done. Very cruel.

You close a door and not allow the cat to go in that room.

Putting tape on their paws or peanut butter on the roof of their mouth drives them insane! My brother used to do this to his cat.... I soon after took the cat from him. lol

For dogs.. feed them peanut butter... they love the taste but it sticks to the inside of their mouths and drives them nuts!
For cats... put baby booties on its paws!! they absolutely hate it... on all four is hysterical ! they walk like they are on hot coals! its so funny!!!! (and its less painful (for the cat) to remove once you've had your fun, than scotch tape is)

Why do you want to frustrate a cat?? What is wrong with you? Why don't you ask someone to frustrate you and see how much fun you have?

put yarn on a yo yo and do tricks just above its nose.
-be careful not to the cutie (or vermin)
glue a bell to it's tail (cruel)
surround him with mirrors, and play a recording of meows and barks.
put your index fingers together when you have the kitty's attention, and then move them left and right at eye level. make the kitty follow them, and after doing it slowly and then quickly, seperate them slowly and quickly. this will irritate the cat to no end. (not good for future relations, trust issues will arrive.)
put it's litter box in an area surrounded by ice.
be gentle tho.
