The boyfriend I have now is EXTREMELY shy, and he has told me recently that he would have never spoken to me if I had not spoken to him first because he thought I would not like him, said I looked "out of his league," whatever that means. Maybe this guy is the same, he really likes you but fears rejection. As for a conversation starter, how about saying "Hi!" and see where it leads from there.

I agree with the above... break the ice and see what happens. Once he's more comfortable with you he won't feel so shy around you. It could be that he likes you too and he doesn't know how to talk to you so help him out and get the ball rolling. If he keeps avoiding you maybe it's because he doesn't like you back in that case move on and find someone who does like you back.
