There would be mostly negative consequences. Unfortunately, not all governments are created equal, and natural resources are limited. In countries where governments treated people fairly, and opportunity was plenty, there would be a huge population boom. At some point a level will be reached that stretches the resources of those countries. this would end up making the lives of the average person less well off.
The people leaving the other countries would generally be the most able bodied and educated. These are the workers and thinkers who could run the local economy, or make changes in their government. The local goverment would stay in power and the lives of those left would be worse.
