......such as Iran if the plan had gone through (see follo'wg article). How do we even know where & in which banks Iran keeps its money? Or suppose Iran $ not even kept in banks???

Secretary of State Condoleezza Rice's months-long diplomatic effort to get five other powers to agree to a tough United Nations Security Council resolution on sanctions against Iran now seems certain to fail, because of Russian and Chinese resistance.
Last month, the Europeans circulated a draft that would have required that countries prevent the sale and supply of a long list of equipment, technology, and financing to all of Iran's nuclear and ballistic missile programs, including dual-use items and related technologies. It would have required that states "prevent the supply, sale, or transfer" of such technologies, ban travel by Iranian officials connected with either program, and freeze their assets..

Since all banking falls under the laws of the US. Licensing. When the gov. by Congress or executive order freezes a countries assets in us banks the us banks do just that. no additions or subtractions or transfers can be made. us treasury laws and the UCC( Uniform Commercial Code) laws come into play. courts can do the same to your or anyones money since it really isn't your anyway.
each Note is a US legal document belonging to the US Gov. actually a dept you owe them. read what one says on it. then learn the Legal meaning of those words, not the common usage meaning. Might surprise yourself. but it's always better to understand how this really all works. good luck.

well ...... well ........... it seems kind of difficult to do it mainly because we are talking about Iran . Iran as it is is a problem in my opinion not because of its people but because of their government . believe me i had met many farsis and most are very kind and polite . many of them could be considered modern by other Muslims and as far as i know they have very important educational programs which the government provides to those who are from their party ( everyone is ) .

as i said before it is kind of problematic to freeze the assets of Iran and the reason is because it is the biggest exporter of petroleum . if someone wanted to freeze the assets of Iran all that country has to do is stop buying petroleum form them , will the USA do it ??? or will it stop using petroleum ??? no the USA cannot do that on this moment but it should start moving towards being less dependable on it and towards being more polite to countries like Mexico which are very similar to the USA .
