every relationship always start as a friend. He just wana take things slowly or he just want to know you better before he take things seriously. For you just take thing slowly by knowing him first and try to get to know his background and things that he like and don't good luck.

well start of as friends. ask him to go catch a movie. hang out. get to know him and when you feel confortable around him and you think the time is right. tell him how you feel about him. maybe he feels the same way too.
