No. In Revelation, 21:1-4, "And I saw a new heaven and a new earth; for the first heaven and the first earth were passed away; and there was no more sea. And I, John, saw the holy city, New Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband. And I heard a great voice out of heaven saying, Behold, the tabernacle of God is with men, and He will dwell with them, and they shall be his people, and God Himself shall be with them, and be their God. And God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain; for the former things are passed away". So yeah ... There is going to be radical change in us all!
As for the "damage" the reason he/she rejected Jesus ... We need never fear about God being unjust. He just cannot be. His mercy and justice are from everlasting to everlasting. I therefore have to conclude, that there will be no children in hell, no retarded, or otherwise mentally-incapacitated individuals there, those who cannot fully comprehend and understand what Christ has accomplished on their behalf at Calvary.

No, because only the soul goes to heaven. I won't say hell because an all loving God wouldn't send his creations that he loves there for their foolish human mistakes, so I don't believe in it, but for all intensive purposes only the soul goes to hell.
Since the defect is part of the body, not the soul, it will be gone.

That is a judgment question. Since we are not to judge, the answer should be there would be no affect in heaven/hell. G-d knows us before we were born. If born with a defect G-d has a purpose for us. HE KNOWS OUR HEART!!!! He asks that we worry for nothing and put all things before Him. We can continue to pray that we have knowledge and wisdom; and for our loved ones.

I believe God would allow for such damages. I don't think he would punish someone like that. As far as do they have that defect in the afterlife...nobody knows that for sure other than someone who is dead. I personally think that whatever defects you have on earth heal in the afterlife. But who knows for sure. Good luck in your search.

when they are in heaven, they become the perfection of their human body, this is to say that if something was in error, it would become perfected, thus young become older and the old become younger.
to be honest I'm not sure of hell, probably so though
