Once food is thawed in the refrigerator, it is safe to refreeze it without cooking, although there may be a loss of quality due to the moisture lost through defrosting. However, if the meat was thawed by sitting out during the day (away from refrigeration or cold water) it is not safe to refreeze it -- as you would be refreezing bacteria that developed during unsafe thawing.

in my opinion....no
I would cook them, and then refreeze them if you must.
but here is from a basic meat guide
Thawing Meat
Wash you hands thoroughly before and after handling any meat. The best place to thaw meat is the refrigerator. If you are cooking steaks or chops place the meat in the refrigerator the day before you intend to cook it. If you are cooking a roast give it two to three days. This reduces the risk of any bacterial growth. Thawing meat at room temperature is not recommended. For a quick thaw, place the meat, still in its vacuum sealed bag, in cold water one to two hours before cooking for smaller cuts such as steaks and two to four hours for larger cuts such as roasts. You may also use a microwave oven for thawing meat but be sure to follow the manufacturers instructions for defrosting various meats.
Refreezing Meat
Refreezing meat is not a problem. It will not effect the taste or safety of the meat. However, multiple times of thawing and refreezing can degrade the texture of meat. As long as the meat is still good and has remained cool, placing it back into the freezer is OK.

I agree with the 2 answers that you CAN refreeze as long as they have remained cold and not thawed on the counter. I have refrozen many meat items over the years and i /we have never gotten sick. If thawed at room temp i would just use them in the next 2-3 days.

Don't refreeze them unless you cook them first, or you'll be refreezing the bacteria that has grown on them.

My freezer door was left open and pork chops thawed, but were still cold and individually wrapped as well as in freezer bag. I refroze them and am getting ready to eat some. Hope they are OK........
