You can only get it if it's your number, or if you are asking on the behalf of the person who owns the number, and have a note signed by him that is notarized, or if you are law enforcement, or a tow company with physical possession of the vehicle and need to notify the owner, or an insurance company with a claim.

This question is asked about 20 times a day. The answer is NO. The Motor Vehicle Department will, for a fee, supply you with the NAME of the current (or last) registered owner of the vehicle but they WILL NOT give you their address.

Information such as this is limited by law to law enforcement agencies. If the owner has broken the law, report them and let the law handle it, because you cannot get that information.
