I've gone over this question time and time again in my mind and here are the criteria I'm waiting on in my own daughter.
~that she shows a NEED to be out of the crib ie no longer likes it, climbs out, just plain old gets too big, etc. This one trumps the rest if it happens she goes in big bed no matter where she stands on the other two.
~ that she stays in one position for a time while sleeping. She currently rolls, tosses, turns, etc like a crazy person.
~ can stay in bed through the night or would just roll back over if she woke up in the night.
She's currently 18 months but hasn't met enough of the those conditions to go to a big girl bed yet. I hope that helps a little! If you think it's time good luck with the process!!

When they start trying to climb out of the crib.
Usually around the age of 18-20 months is when most kids switch over. All kids are different though. Some don't use a toddler bed until they are 2 or even 2 1/2.

I put mine in a toddler bed at the age of 16 months both of my children climbed out of the crib at this age

the age at which a child should leave the crib and go to a bed is about the same as the age at which the child is in danger being in a crib because they are now able to sort of climb out but are likely to crash on the floor .
at that time a bed that is low to the floor is best used.

We just switched our son to a toddler bed and he is 22 months. Hope that helps!

My twins were in cribs until they were 4 years old.I left the sides down so they wouldn't get hurt when they climbed out.
When they were four, I was expecting again and needed -well - one other crib, so we moved the twins to twin beds.
No reason to rush.
