I understood your question. Your halogen bulbs are breaking when on the water but also when traveling to and from the lake.
There could be alot of things, I think the biggest thing would be vibration, I would hope the lights are built for vibration and can withstand it. Also, moisture, make sure you are using marine rated lights if you think that is a problem. Although I haven't heard of it. Also, it could be too much voltage is being regulated and your voltage regulator or fuse or circuit is bad.
If you would please post more specific things on how they break or when or what they look like when they are broken, I might be able to help you out more. They shouldn't be breaking. Halogens are pretty durable and should stand vibration and even moisture, not submersion, but a general amount of moisture.

If their breaking on your boat trailer its because they are hot . unplug lights before you back into the lake. If any bulbs are hot and water comes in contact with them they will break.

You are traveling in water from to and from the lake??? And then you get into the water once you get to the lake?
