The fact that you are asking this gives me the notion that you're headed towards being a backyard breeder. But anyway, the responsible thing to do if you're going to breed is wait til both dogs are 2 years of age because there are certain genetic health tests your dogs should be getting at the vet before breeding so they don't pass hereditary diseases down to their pups. I believe this is not complete until the dog is 2 years of age, when you get the final certificate. I'm not a breeder and do not know each and every health test, but I do know it is not best to breed your dogs before they are at least 2 years of age.
But it'd be better off if you left it to the responsible breeders who are aiming to better the breed. If you want puppies, why not try rescuing an animal from the shelter or a rescue. Unless, of course, you're breeding to make a quick buck.

You need to wait until they are both at least 2 and preferably 3 yrs old as you need to have genetic screening done, hips x-rayed for hip dysplasia and the eyes need to be checked and certified annually from a year on. The dogs both have to have all this testing done (and it's not cheap) in order to ensure they are healthy enuf to breed and won't pass on genetic defects or diseases to the litter produced. This also will give you time to get both dogs into a proper conformation show ring to work towards earning their titles. This is really important as gaining titles proves that each dog is a fine example of the breed and worthy of breeding in the first place. Anything less than this, will put you in the category of a BYB, and I'm hoping this isn't your intentions.
Remember too that Doxie b**ches, being small and having elongated bodies, often can have difficulties delivering their pups. If you or the other owner don't have any experience in helping as may be needed, you will end up at the vet and possibly be looking at having a C-section done which is very expensive.

That age is fine. Because of the odd shape of the Dachshund's body, they are prone to complications during delivery so it's extremely important to work closely with your veterinarian. You will want to be sure your vet is on call and available when she begins her labor. It's also important to know for sure if she is pregnant so you can be feeding her the proper diet. A pregnant female needs to be eating a premium quality PUPPY food during the last half of her pregnancy and until the puppies are weaned. You need to choose a food such as Canidae, Innova or Wellness that are made with all natural ingredients and have good quality protien as the first ingredient. Yes it negates their value the same as if you decided to breed your dachshund to a toy poodle. The size specifications relevant to the the breed were established to create a dependable size. I'm not trying to hurt your feelings, but clearly you do not know or understand the first thing about breeding dogs. Unless you simply don't care that there are several hundreds of dogs (both purebred and mixed...which in a sense is what you are suggesting to do..create a mixed breed TYPE) I would ask you to please become more informed and educated as to what it means to be a responsible breeder. Start attending dog shows and get to know other responsible breeders. Learn to show or hire someone to show your dog or female and earn your points and titles on the animal. This proves that the animal should be considered for breeding, that he or she has outstanding qualities that will improve the breed. It also helps you to attract other prime, titled dogs or females with which to do your breeding program with! THEN you have some small change of earning a fair value for your puppies. Trust me, if you are interesting in doing this for the money...you REALLY need to speak with some professional breeders.

At least two years old. They should also be tested for the common health problems in the breed (such as PRA. If you don't know what PRA is, don't even think of breeding).

i would wait until she is between 2-3 years old...and do NOT breed her after she is 6...waiting until she is older sometimes eliminates the chance she will reject the puppies...but not always
