Maybe soaking them in hot water or something? Or is this a dumb idea?

Spices are ground dry seeds in most cases. Auromatics are the leaves of herbs which rehydrate when you cook with them. Spices? they get rehydrated also when you cook with them.

Did you buy them fresh and they're now dried up? Smell first and see if they smell rotten. If not, use them like you'd use any dried herb.

If you bought them dry, use your nose. Rub some between your fingers and if it doesn't smell like anything right away, pitch it. Most people keep herbs and spices WAY too long. Buy what you'll use, preferably from a health food store or in bulk, since they're so much fresher than what you'll get in the regular grocery store, not to mention cheaper!

I've soaked dry onion and bellpepper pieces in warm water before, but they are usually going into a soup or stew anyway.

Use dry spices/herbs for raosting and oven baking.... fresh ones will burn there. Fresh is better for uncooked dishes, garnish, marinades, but also do ok in soups/stewes.
