Ah, a favorite story. I always read that to my second or third graders when I was teaching school. Always loved the phrase describing Narnia - "a place where it was always winter and never Christmas".
When a cat "velvets his paws" he retracts his claws so that they do not scratch. My Sylvie velvets her paws and strokes my face when she wants to crawl under the covers with me in the cold mornings.

Like everyone else has said, it means retracting the claws so as to not do any more damage than -velvet! It's a wonderful reference for a cat since that's what their paws feel like!
How do you like the book? do you have the whole set? I've been reading them and rereading them since I was 10. :)
If you have anymore questions about terminology in the book, feel free to message me and ask, I usually know most, and if I don't I always find out. I find that kind of thing really interesting to know.

Velveting usually refers to the removal of antlers from deer, moose, caribou, etc. so I'm assuming it's when they are trimming the claws down or retracting them.

It means that when a cat sticks its nails in the carpet then takes it back out. Like when a cat is very happy it's claws go in and out like velcro does. Like how velcro sticks to each other.
