The term backyard breeder refers to people who breed dogs, but are ignorant of selective breeding goals and techniques, and are not familiar with the breed standard of their chosen breed of dog. Others are focused exclusivly on a standard and do little genetic screening or Co-efficent of Inbreeding calculations. Many working breeds are bred for appearance rather than working abiity. Backyard breeders are motivated by the idea of profit, not realizing that the hobby of animal breeding practiced on a small scale is not usually profitable when one factors in costs such as health, maintenance and pregnancy care. People who have not considered these factors often stint their breeding stock in terms of veterinary care and adequate maintenance. The puppies they produce may have genetic disorders or undisclosed illnesses, but will often try to sell their stock before they become evident to buyers. They rarely screen potential buyers or inform them on breeds whose care and maintenance may be inappropriate for their lifestyle.
When such breeding is carried out on a large scale, the venue is called a puppy mill (especially in North America) or puppy farm.

Ooh I knew you were in for it when I saw this question! The other answers covered it pretty well. Anyone called a backyard breeder should not take it as a compliment!
Bottom line, when you see knowledgeable dog people using this term, it is due to the concern that the quality of their breed or all breeds is not being maintained. Breeding should only be done by people with quality animals that they believe will actually make a contribution to the breed, help improve it, and maintain the standards. There are just too many homeless animals for people to be breeding dogs without quality.

A backyard breeder is a dog breeder who really doesn't know what he or she is doing. Often the pups won't have registration papers, or the best of health. Some of these breeders are okay, but some really don't know what they are doing.

Backyard breeders are those who are breeding simply to have puppies, with little planning or knowledge. They know little about their breed, they will usually breed their own two pet dogs together, or use the stud services of a friend or someone nearby. Usually their dogs have not been health tested, aside from a vet saying "she's healthy". They may not even know what the common health problems are in the breed. They usually know little about animal husbandry, health, training, raising dogs etc. and are ill equipped to advise puppy buyers in the rearing of their pups.
Serious breeders, on the other hand, are nuts about their breed. They spend lots of time learning about thier breed in particular and dogs in general. They know the background of the dogs they are breeding, they carefully select the studs they will use on their b1tches, they have their dogs tested for the common problems in their breed. They learn everything they can about breeding long before they even attempt it. They usually are guided by a mentor when they start out. They have also learned about raising puppies, training, dog behavior and psychology, basic dog health, nutrition etc. They breed only occasionally, when they want to accomplish something specific, and they breed for quality, health and temperament. They don't just say that their dogs are worthy specimens, they prove it through competition with their peers.

Backyard Breeders are people who aren't really in the business (per se) of breeding but allow or deliberately set up opportunities for their animals to breed. Their reliability, cleanliness, and other reputability factors are much more variable than professional breeders, and I personally don't recommend supporting them. But then, I generally avoid breeders anyway, as there are plenty of (particularly) dogs and cats out there for those who want quality pets. All mine are strays or shelter rescues :)

it is a person who buys two dogs and decides that they need to have puppies together, usually before they are old enough to have puppies, and most often with out researching the breed requirements for that particular breed or checking the health of either dog.
usually this person ends up breeding their female to death by not giving her the proper amount of time between litters.
