For Hotmail, this is easy in Outlook 2003 (might be slightly different in earlier versions):
1. Goto Tools | Email Accounts...
2. Select the Add new email account option
3. Select the HTTP option
4. Enter your email address, and password. The username field will be the same as your email address.
5. Thats it! Now click finish, and click on the Send & Recieve button and your good to go.
I think the same procedure can be done in Outlook Express as well.
For Hotmail's service, its free to do this. But for Yahoo's you have to upgrade to their mail plus service in order to do this.

Hotmail Has stop free outlook service too. Unless you where currently using hotmail with outlook when they offer it. You now have to pay for both. I have a free hotmail account that works with Outlook but all new account do not come with that extra.
