Your blood pressure is going fast and its exerting ur veins over the skin so they are noticeable. The vein dilates or expands so more blood can pass through.. It often happens when u r doing exercise or angry.

Which vein? It could mean that you are extremely skinny. People who are thin have vessels showing through their skin.
