Depends on what you mean by BAD. If you mean BAD Actors, I would give it to Van Damme first, he is one BAD actor.
In a real deal fight the worst of the three again is Van Damme. So picking the worst of the three is easy.
The better of the two left, hard to say now, NOrris is still alive and Lee is not and their primes are far past their times. So I guess that puts Norris as number one because he is still alive and Lee is not, and Van Dammes career is also dead.

I would go with none of the above... Bruce Lee was great although he was beaten by Yip Man (older Wing Chun master). He also is dead so he doesn't have my vote. Chuck Norris is good and there are lot of funny websites that say thinks like, "Did you know Chuck Norris's tears can cure cancer? To bad he has never cried, EVER. Chuck Norris doesn't go hunting. That would imply there is a chance. Chuck Norris goes killing." Chuck Norris is older and not in his best fighting shape right now.
Van Damme is the champion of where? He is an action movie star (what was the last movie he made?).
Anyway, Chuck Liddell and Tito Oritz are bad dudes. Even in their prime this would be some fun fights to watch.

In order:
1. Bruce Lee - Most effective and disciplined Martial artist of "OUR" time.
2. Chuck Norris - great fighter, ruled the ring for several years as did many of his students. Don't let the Hollywood bling fool you he was a stud.
3. Van damme was made for movies and demonstrations. He was a good martial artist, not great and did have moderate success in the ring, no major wins though.

Bruce Lee.......because he's bruce lee. he was a much more well rounded fighter than chuck norris.
