It sounds like ingrowing hairs but be careful- it could turn into something called pseudo follicalitus (sounds worse than it is, don't worry!) Pseudo follicalitus is REALLY SEVERE ingrowing hairs and infection caused by contaminated water. To avoid getting it, do not go swimming straight after "de-hairing".
In intimate areas such as bikini lines it is always better to wax because it simply gives a better result but it really is personal preference. :o)

Well I'm not sure about what area of the body you are shaving but from a male point of view, I always use Gillette sensitive shaving gel which leaves my skin without any shaving rash. Also, I find it better to spend money on decent razors, the battery operated vibrating ones are so much better. Water quality or hardness also seems to make a difference as I can have a much better shave at work than I can at home.

I don't know how old you are ok, but if you've just started, then it might be your skin getting used to it, It will go in time as your skin gets used to it. But in the mean time, you might want to try some kind of moisturiser or something that hydrates the skin.
Are we talking like shaving your legs here right? Other areas might just be very sensitive and will get used to it in time anyway
Don't shave too often to let your skin recover and do it more regularly as your skin gets used to it

I used to have that problem,but I started using gilette shaving foam for sensitive skin.Its the only thing that helped.They also do Venus razors for sensitive skin which are great
