Since this has now become a survey, rather than a Q/A, then...
The long, bottom bit is called the Boom. The shorter bit at the top is called the Jib. Jibs are optional for most cranes and are used to manage "headroom" for wide or large diameter loads, like storage tanks (there, you can ask another question on Yahoo!)

Looks like it is called the JIB in Inglish and the Boom in Merican, actually I think it is called "The Arm" in UK where we are talking large construction site cranes where the Arm remains Horizontal and the cables to the hook run along it, and a Jib where the Jib changes angle to position the hook in the horizontal plane
