Do you mean when you're in a group of people and there's a lull in conversation?
I either recall a funny story, mention a good book I've read recently, or ask if anyone has seen 'such and such' movie.

Depends. Sometimes quiet is okay. If it's awkward, I try to start a conversation about something you all have in common. Or tell a joke or story...

Look at the person next to you and say, "No, I will not touch you there for a dollar!" This works well when waiting in any line, unless your in prison I guess.
Or you can get up, walk out and say, "This isn't where I parked my car!" Thats a fun one.
