First off, I say check the expiration date on the condoms! If it's true that he bought them in 2003, they should've expired in like 2005. Second, I think you should give him some credit, that in the worst possible scenario, he was responsible enough (before you) to use protection, which means that he won't pass anything onto you.
Also, I think that you should give him the benefit of the doubt. If you are truly in love with him and he with you, there shouldn't be a reason not to trust him.

If you're hesitant to act on it just yet, you could do several things:
First, you could count the condoms so that you'll know if any additional ones have been used. Second, you might want to mention to him the FACT that condoms DO NOT last forever. They have expiration dates and depending on the temperature at which they're kept, they're probably no good anymore anyway. Third, you could ask if he's planning on using them again with someone soon... since the cost is bothering him. Finally, you can "jokingly" offer to buy them from him. If its truly that its just the expense, he should have no problem relinquishing is out-dated condoms. If he is resistant after all of this being taken into consideration, you should then decide if you want to stay with someone who has absolutely no regard to you being visibly upset. You're worth more than a box of condoms.

You went from being suspicious to guilty as imagined in remarkably little time. You may be correct, but you sure aren't inclined to give him the benefit of the doubt. Throwing them out won't prove a thing. All he has to do from now on, if he is cheating, is to keep them in a more secure place.
You could look at it this way...If he is not cheating, he has shown his trust in you by not using them and you have repaid him with suspicion.
Oh, by the way, since you are not married, why aren't you using condoms? Are you hoping to trap him into marriage by getting pregnant? The pill or whatever method you may or may not be using is not 100% effective.

Thats funny I just went through the same thing 3 days ago, except I found them in his shoe. If you believe he is cheating then walk away before you waste any more time on him. Because if you stay this situation will always be in the back of your mind. Once the trust is gone you can never get it back. Im glad I only wasted a year on mine. Do yourself a favor and walk.

your bigger concern should be if you find used condoms...cuz then you have a problem. Or if your feeling crazy count the condoms, next time you see the condom box count them again.....and if he has less and you know that you guys didn't use any...then there you go....then that would mean he's useing them on someone else.

Condoms, like any other pharmacutical product, come with an expiration date stamped on the back of the wrapper. If he really did buy them in 2003, they are likely expired by now.

Sounds like he's tight n also cheating, tell him they have an expirey date lol, at least he's doing safe sex even if it is behined ya back, erm let him find some in your pocket with a few phone numbers, tell him you got em in case the ones he dont wanna throw away go crusty, babes sounds like ya man is having behind ya back fun, burn his condoms n slap his man meat, so he wont be able to wear them. gud luck babes

Get a box of birth control pills or some type of female birth control and put them next to his box of condoms and see how he likes it. !

he may not be cheating...
check the expiration date on the box......
you may have to check a box at the store to get an idea of what the expiration date is if he's bought them recently....
or what it might be from 2003........
that is your clue as to when he actually bought them
