Use common sense ! If you have won something, then you don't have to pay. They would just take part of your winnings to pay for the delivery charge.

Contact Yahoo to see if it is legit. I haven't heard of a yahoo lottery.

YES. I think that is really obvious. If it looks like it came from Yahoo then you should report it to them because it is a form of phishing.
