Depends how big and how heavy of a pour on the smirnoff and cokes. Usually a beer and a mixed drink have the same amount of alcohol (mixed drink is smaller but more concentrated alcohol), so if the smirnoff and cokes are normal-sized, nine of them are twice as alcoholic as four pints.

Smirnoff is a spirit and the alcohol %tage is higher, 9 of them is more than 4 pints of the black stuff and a pernod.
Shorts are also absorbed by the body quicker, because you're topping up an alcohol level and it's in less of a diluted form than guiness, so your kidneys and liver have less volume of liquid to filter. I think.
also, drink Guiness if you like having black poo.

It depends entirely on the pour with the Smirnoff. Personally, I drink bourbon with my coke. But one of my bourbon and cokes is equivalent to about 3 beers. I like to taste the bourbon w/ the coke flavor merely in the background.
As a frame of reference, one ounce of 80 proof liquor is equivalent in alcoholic content to about 12 ounces of your average beer. You should be able to do the math from there.

It all depends on the time limit. But the vodka option would definately get you drunk quicker as with pints it takes longer to drink
