It is up to you whether or not to go to the ER but you could also try an urgent care center - you may not have to wait as long. If bleeding is under control and there are no signs of infection (pus, drainage, fever, chills, etc) than just make sure the wound is clean and keep it protected. Monitor it and if it does not start healing I would get it checked out. Also if you are diabetic or have poor circulation I would recommend getting it checked out as soon as possible.

When was the last time you had a tetnus shot? If it has been longer than 10 years you need to have one now. I would go to a minor emergency clinic and most of these facilities have an online registeration system where you can wait at home until they are ready for you. I would at least have it checked to be on the safe side. It is much better to be safe than sorry. Having a wound on the foot can be very, very serious and can cause you much pain, so it would be easier to have it taken care of first and avoid all the potential problems.

You would need stitches if you could not get the bleeding to stop, or if the gash is an irregular shape (like triangular instead of in a straight line). I would put gauze and medical tape from a first aid kit on it rather than a small bandaid.

go to the store and pick up a butterfly stitch. They are band aids used to hold cuts together. Or go to an urgent care center, like Med7 or RapidCare.
BTW, you may need a tetanus shot, if you haven't had one in the last 7 to 10 years
Hope this helps

OK, so you don't want to wait 3 hours. You are not a medical professional and neither am I. Do you want to run the risk of infection? Have your foot checked out to be on the safe side.

as long as you keep it bandaged and clean it should be ok. if it doesn't want to stay closed, or it keeps bleeding through the bandage, you might need a stitch or staple in there. in a tight spot if you don't have the money or time to get to a hospital, you can close the wound and secure it with medical tape until you can reach medical services or until it heals.

since it is your foot, rest on a couch, bed with the foot up to help stop the bleeding. put honey on it. it will tingle a bit, but honey is actually an ancient egyptian healing method, a natural antibiotic and will heal it inside out, leaving virtually no scar.
believe me, it works on bullet wounds.
bless

If it stop bleeding then it's ok. But if it is deeper than you think, you will get keloids.
