Airbags shouldn't jam. If they do jam or deploy late, then there is a defect or your car has been manufactured incorrectly. If this happens, you should contact the manufacturer or dealer immediately. A note about Volvo's airbags. The airbags on their Volvo S80s can sometimes deploy in 5 mph accidents which can be dangerous. Also, in Volvo S80s, the vents let out gases which can burn skin. I do not know if they fixed this problem or not. Despite everyone's belief of Volvo being the safest car, it has not even made it on the IIHS's top 13 cars. They all get average ratings for side impacts because they only provide marginal protection for pelvis/torso and pelvis fracture is possible/rib fractures or internal organ damage is possible in a 31 mph side impact. Except S80 which has not been tested and the XC90 which has made it to the top 13.

One time driving a 1999 Ford Escort, a friend of mine frontal-hit a COW going about 60 miles per hour. The engine didn't shut off, which is supposed to be a safety feature also, and the air bags were intact, which is more than could've been said for the rest of the car or the poor cow, not that we stopped to find out but I assume. So to answer your question, I'd say yes.

No, they either work or they don't, nothing inbetween about it.
When they first came, there were many problems with this.
Some would even go off if a shopping cart hit the front end of
the car to hard, but alot failed to go off at all. They have it
perfected now 12 years later.

My sister-in-law flipped her car last winter and her airbag never deployed. The car finally hit a light post and stopped, thank God, had it not been there, she would have continued into a gas station and hit the pumps.
