The best that you can say is that they are born without the ability to be PERFECT in all they do, say or think. They are also born with a strong inclination to have their own way...as you may have noticed even with babies.
There are two sources for this knowledge.
The first is "natural knowledge" i.e. just by observation of people.
The second is by "revealed knowledge" i.e. from God's word:

A child is sinless and therefore not evil. A child is a clean slate and while there are characteristics and tendencies that are a yet unseen part of that child, he/she is basically good. I believe that we are children of God and so being have a natural tendency to do and be good. However, as we grow and mature that tendency is lost in our more dominating human nature. We become selfish and self serving and lose touch with the divinity with in us. The natural man is not charitible, but is instead an enemy to God and what He is. It is our test while here on earth to nurture our hidden inner divinity and become as much like God as we can. We can never become God or be perfect here on earth, but we can always be striving to be better. Evil is a learned and cultured trait. Even Cain was goaded and taught by the devil before he was able to feel envy and hate for his brother. That is why it is so very important that children are wanted and loved and guided by those that would teach them to discern right from wrong.

Humans on this earth are born at the evolutional stage of their last life. If their evolutional state is good they are good.
Children, upon reaching the age of 5 to 7, finally make their separation from the Spirit World, from which they've come. This is when their air of innocents begins to fade. Also, at this time their true moral conscious begins to surface. Whom ever they were in their past corporeal existence begins to emerge. This is purely in a moral form and tendencies. We do not know who we were, we start anew from our last evolutional point, and work from their.
This accounts for why we do not remember past lives. If we remembered, it would inhibit our evolution in the present.
So in answering, people are born in all ranges. Some good, some bad, some neutral.

Here is an example. Imagine a child, just as they become self aware and that they have influence over their world.
Do they insist or defer? Does a child say 'yes' or 'no' first? When 2 children are in a room with 1 toy, will they each claim it, with wailing, crying and sometimes fists, or do they share. This is without heavy parental training.
I had the worst time trying to explain that the gas flame was hot and to not turn the knob. Curiousity or being bad? How about after the 50th time you explain it and lead them away?

From the following Scripture, in my opinion, people are born neutral.
"For before the Child shall know to refuse the evil and choose the good, the land that you dread will be forsaken by both her kings." (Isa 7:16)
But it isn't long before their desires take precedence.
It is a commonly held (Catholic) belief that all are born with Adam's sin (original sin). But the Bible makes clear, we are all only guilty of our own sins, and will not be punished for the sins of our fathers:
"The soul who sins shall die. The son shall not bear the guilt of the father, nor the father bear the guilt of the son. The righteousness of the righteous shall be upon himself, and the wickedness of the wicked shall be upon himself." (Eze 18:20)

We were all born with "capabilities" to do both good and evil. Human beings are corruptible. It's a matter of choice. I don't think people can ever call themselves "neutral"; that's a synonym for cowardice and hypocrisy. Other than the Bible, I know this from what I observe or conclude about myself and my dealings in everyday life.

Humans are born. We have certain hard wired behavoirs that help us survive - the instinct to suck, to seek out food and warmth etc. We additionally are instinctively learners. We learn by observing and copying the behavoirs of other humans like our parents for example. Good and bad are labels put on behavior by religious people. Most of our behaviors are simply to survive and pass on our genes. You can look at this as good or bad but in reality it is neither.

I believe they are born with good and evil. I don't believe there is any other source for good and evil than humanity as I don't believe in God.

We're all born with original sin, ever since Eve gave Adam the apple. But since the Bible also discusses children reaching the age of accountability, I don't think we're blamed for it until then. So I'd say neutral.
