I need to sell this on ebay, I already know what the starflite titan thing is, a motor. I need to know what the other thing is, its not labeled and it connects to it. Here is a picture, http://www.blocknet.net/2.jpg

It is a slow speed handpiece (drill). The burs latch into the head. The part w/ the hole in top is the head and it screws onto the bottom part.
If you have it and don't know what it is, I'm guessing it's just been hanging around a while, huh?
Handpieces are very expensive and have to be maintained. They need oiled often, and I bet this one hasn't been for a while.
Don't set your hopes too high.
I don't think I'd go to a dentist who bought second hand instruments from someone who doesn't even know what it is from EBay.

it looks like a slow speed hand piece to me the thing with titan in the motor part the smaller piece is the slow speed hand piece (drill) the only way to know if it is in good working condition is to take it to a dental office and see if they will test it for you

Show a dentist, he would probably be able to tell you the correct name of the tool

it is slow-speed angle nose cone with latch head and motor probably low-speed as well, donno speed rpm tough
