Some aspects of religion can be secular in nature and some people treat secularism as if it is a religion. So I suppose that it is a combination of both. However, there are very distinct groups. A traditional religious person, although may have secular notions, is not the same as a traditional secularist. Secularism is only classified as a religion because of the faith and zeal many secularists have in the philosophies of humans.

Religion is a set of beliefs held regarding a God or Gods. It usually refers to one of the many organized religions in place: Methodist, Conservative Judaism, Roman Catholic, etc.
Secular is a term used to describe things that are not to do with religion. Labor Day is a secular holiday because it is not based on any of the world religions, while Christmas is a religious holiday associated with Christianity.
That is not to say that a religious person cannot embrace a secular government. It just means that religion is not a part of the government, but not restricted in any way by the government on a personal level.
