Depends on what you mean by "mean." Does he bite you? Growl at your friends? Snap at you if you pet him while he's eating? He may have been poorly socialized as a puppy, he may be afraid, he may think he's supposed to be in charge of the household, he may be in pain, or any number of things. The roots of the behavior dictate how you correct it.
I think this requires professional intervention, at least at first. I suggest you go to APDT.com (the website for the Association of Pet Dog Trainers) and use the trainer-search tool to look for a trainer in your area. If you have a choice, choose one with "CPDT" after the name. This means the person is certified and has passed a rigorous testing and experience requirement.

Chihuahuas are very insecure so due to their size; the dog needs a lot of loving gentle care and long walks to run off his energy.
Chihuahuas are so small they view everything as a threat which is the reason they shiver a lot and also get snappish.
If you make friends with a Chihuahua they are your friend for life
My Chihuahua alerted us when our home caught fire and saved our lives.

Mean in what sense? Is he aggressive or is he just not friendly. Was he trained porperly when he was a pup? If he's an aggressive mean, I would suggest checking out dog training courses to see if there's any trainers in your area that would be able to help you with this by working on the problem areas.
If your dog is just an unfriendly mean, it could be his personality. Are you able to spend enough time with him throughout the day? Maybe he's upset about an aspect of his life that the only way he can lash out to give you the "heads up" that he's upset is to be mean.
More details would help assess the problem better.

I think that it might be the way that you treat or him. My chihuahua is really loyal to me but when my brother gets near me she starts growling at him. I think that chihuahuas are like that by nature because they growl a lot. Just pet it a lot on the head and the belly, they love that!!!

A lot depends on the age and what the dog has been through in its life. Secondly, your breed of dog is like most small dogs, aggressive.
First, try getting the dog fixed, sometimes this will help. Secondly, take the dog to obedience classes.
There are lots of irresponsible breeders that allow aggressive dogs to be bred and then their puppies are sold in to homes that have no idea what to do with them.

Don't spoil him. If he nips or growls, he gets removed from laps and ignored, quickly. Don't put up with ANY growl or nip.
Require obedience before he gets treats, or even regular food. At least sitting calmly before you put down the food bowl.
Watch "The Dog Whisperer" on Nat'l Geographic, and check your local library for dog training books. There's no need for a chi to be anything but nice.
