Of course not.
One is assumed to not be in control of flatulence. Anyone saying or doing anything to call attention to it, including the "culprit," is being rude. Everyone is supposed to politely pretend that nothing happened.
This is different from a burp, which one is assumed to be in control of, and requires an "excuse me."
I don't make the etiquette rules, but I know about them!

This is a fart that slips out while taking a leak at the urinal or forcing a poop in a stall. This is usually accompanied by a sudden wave of embarrassment. If you release an escapee, do not acknowledge it. Pretend it did not happen. If you are standing next to the farter in the urinal, pretend you did not hear it. No one likes an escapee. It is uncomfortable for all involved. Making a joke or laughing makes both parties feel uneasy.

I heard a sturdy shaggy dog tale approximately human beings speaking to stallmates. some thing like this: i grow to be sitting on the lavatory, while the guy in the stall next to me says "Hows it going" a splash unusual, i spoke back "fantastically stable" Then he says "so what ya doin?" Getting kinda worried now "no longer lots" Then he asks, "can i come over?" What in the international i presumed, "No i'm kinda busy" Then from the different stall "only a 2nd, the fool in the stall next to me keeps answering each little thing i say", he says to the guy on his cellular telephone

I don't think so....and I've heard some pretty bad noises in there...
But...hey....that's where they SHOULD be done....
I say....let a man have his peace in the bathroom....
Other people can certainly feel free to say things like:
"Wow!! Nice one!!"
or...
"Hey....how 'bout a courtesy-flush there, dude??"

I think, in general, ANY type of conversation in a restroom is frowned upon. People should practice "selective deafness" when in the facilities.
