In England the age of consent is 16, so here you are legal. Your country is messed up. Why can you drive, yet not drink or have sex? totally wrong. No wonder you get so many drink drive accidents.
Your age isn't the biggest factor here. What you should be considering is,
how long have you been together? Is that long enough for you?,
have you got any way of really knowing that you love him and that he loves you?
Have you got protection? Always use a condom.
Where are you going to do it?
Who are you going to tell/not tell? This sounds strange, but considering that your boyfriend could potentially go to jail for this, you need to agree with him.
Can you bare to not tell all your close friends and family?
Are you sure you are not going to feel guilty about it?
Are you sure that it would be best now, rather than waiting a few months? You know just for that peace of mind.
If you are worried that he will dump you for not putting out, then he's not worth it anyway.
And remember the first time is nearly always rubbish and mostly quite painful. So be prepared to have a strange evening, nothing like what you see in the movies! (its OK though because it does get better)
God! Just read what people have said. your age gap is not that big. there is 10 yrs between my mum and dad and an even bigger one between my nan and grandad, and they were so happy.
I lost my virginity young, and i have never regretted it. I don't recomend it for everyone, but I just wanted to get it over and done with.

Despite society's best attempts the blunt truth is virgin is not a bad thing, it's actually a good thing.
If you have chosen to protect yourself, value yourself (and let's face it, our crappy society needs more women like you) then stick to your strong morals. When you are on the highway there will always be many exits, many temptations but you are driving with a specific purpose to a specific place with only once exit, keep that in mind.
But since you are with someone who doesn't feel that way you'll have to explain this to them. Don't expect them to understand it or even in harsher situations to even respect your decision. They're probably operating under the foolish notion that sex will deepen and make better the relationship. Not necessarily true, there many, many ways to express Love and your feelings for that person beyond sex. This is your chance, for both of you to discover those ways and that journey is far more rewarding, especially at this stage in your life, then the fleeting warmth of sex.
Should he fail to grasp this simple concept and begin to pressure you for sex, clearly you need to let him go. You deserve to be with someone who will value and treasure you. Not pressure you.
Always remember: if you can do better then you should.

No 25 yr old should have a realationship with a 17 yr old child. He should be put in JAIL. Does he know what's waiting for him once he goes to JAIL. This 25 yr old will become someones girl. He deserves whatever happens to him.

I am 24 with a 19 year old gf. It's no big deal. But as they have said, keep everything on the dl until you're 18.

Well if you like him whats the problem, not likes he's a mucky old man now is it.
You are of legal age to "sex him up" if you want but try waiting for a month or so, if he stays then its is more than likely he feels alot for you too.
